Maguire was better at playing the repressed, shy, often-bullied Peter Parker, but Garfield is better at playing the arrogant, overconfident wise-ass Spider-man, throwing out quips while he fights.
Maguire was too emo and whiny as Spider-man, and was uncomfortable at throwing out the wise-ass quips. Garfield comes across as too cool and confident to play Parker -- it is hard to see Garfield as someone who put up with being bullied.
